Electivire for sure. Luxray has amazing attack, but being an electric type, it cannot take advantage of it. It's limited to practically only Thunder Fang for decent STAB. (It was finally gifted with Wild Charge in Generation V, but in the generation it debuted in, it couldn't access that move). Electivire has decent special attack plus Motor Drive and it can pull off things like Cross Chop for some nice coverage. Sure, it also specializes in attack but at least it has access to better physical attacks, plus the decent special attack allows it to pull off Thunderbolt nicely. Luxray has a cooler design, though. :3
