Tokuzō is Ellie's grandfather, who owns a herd of Mareep. He had Ellie's Ampharos serve as a guard, but Ampharos was not confident enough to guard the Mareep. Due to many mysterious disappearances of Mareep, Tokuzō thought Ampharos was unable to guard them. However, with the help of the heroes, Ellie had defeated Team Rocket, increasing Ampharos' confidence, who was able to guard the Mareep without much difficulty.
