Tenma is a balloon designer, who made balloons that looked like Pokémon. He loaned the heroes a Pikachu balloon for the race. During the race, he warned the heroes what they needed to do in the storm to survive. When the race was over, the heroes decided to give Tenma the engine, since they had no balloon for it. Tenma was pleased about it.
