Effect
Generation I
The move inflicts damage and has a 30-40% chance of causing the target to flinch. However, it cannot make a substitute flinch.
Generations II through V
From Generation II to V, the base power is doubled if the target has used Minimize.
Generation VI
Stomp never misses if target has used Minimize.
