Route 28 is a route in Kanto.
It connects the Pokemon League Reception Gate in the east which the player character can use to access Route 22 and as such, travel to Victory Road and the Indigo Plateau.
The reclusive female celebrity who lived on Route 16 (Kanto) during the Generation I games as well as the remakes, Pokemon FireRed and LeafGreen can be found living in a house on this route. Like before, she will give the trainers who visit TM47 (Steel Wing) in exchange for them not revealing her whereabouts as she reveals that people follow her everywhere and that she just wants to be alone.
