Route 23 is a north–south route in the Kanto region. To the north is Indigo Plateau. To the south is Route 22 (Kanto) hence acting as Route 22's southern exit in Generation I and III, Victory Road in Generation II and IV.
In Generation IV, Route 23 is short, much like in Generation II.
