The creator is Professor Akihabara, and its role is exchanging Trainers' Pokémon with other Pokémon that they own. Ash and the gang were transported inside of it with the help of Professor Akihabara's Porygon as Team Rocket attempted to invade the system to steal Poké Balls owned by Trainers. This resulted in the wrong Pokémon being sent back whenever a Trainer went to exchange their Pokémon. Nurse Joy installed antivirus vaccination software that would would identify and wipe out any humans inside the computer as viruses had it not been stopped.
