Hahaha! I'm Phoebe of the Elite Four. I did my training on Mt. Pyre. While I trained there, I gained the ability to commune with Ghost-type Pokémon. The bond I developed with my Pokémon is extremely tight. Come on! Just try and see if you can even inflict damage on my Pokémon!

Pheobe is a character introduced in the Generation III games. She is a member of the Hoenn Elite Four who specializes in the use of Ghost-type Pokémon.

Appearance[]

Phoebe is a small and very slender little girl with short spiky black hair, bare feet, tan skin and blue eyes with two big red Hawaiian style cornflowers that cover the sides of her head. She wears a blue two-piece sarong like dress with a strapless bra, white Hawaiian style cornflowers and a Pokémon logo on it. Phoebe also wears a red ankle bracelet on her left leg.

Personality[]

She is a strong trainer who cares deeply about bonds with her Pokémon. Much like her choice of Pokémon, Phoebe displays a cheerful and fun-loving personality which may explain why she seems younger than the other members of the Elite Four.

Etymology[]

The name Phoebe likely comes from "phobia" (fear) or "phantom".

Her Japanese name, Fuyō, could originate from 妖怪 (yōkai, Japanese mythical creatures) and, following the plant-based naming of most characters, could literally be 芙蓉 (fuyō, the Japanese name for the cotton rose, which is similar in appearance to the cornflowers she wears in her hair).

Pokémon Ruby Version and Pokémon Sapphire Version[]

Phoebe is the second character of the Elite Four fought in the Pokémon League. Before battle, Phoebe says that she did her training at Mt. Pyre and somehow received the ability to commune with Ghost-type Pokémon in the process. All of Phoebe's Pokémon are pure Ghost types, except for Sableye, and all five of them are female. After winning against Phoebe, the player may continue to the next room and battle Glacia.

Pokémon Emerald Version[]

Phoebe's role is the same as before. The only difference is that Phoebe now has a quote in the Match Call feature of the PokéNav, encouraging the player to return to battle her again at some point.

Pokémon Omega Ruby and Pokémon Alpha Sapphire[]

Phoebe retains her base role from the Generation III games. One of her Banettes and her Sableye were changed to male, so Phoebe no longer uses only female Pokémon in battle. After completing the Delta Episode, Phoebe can be found at Mt. Pyre, visiting her grandmother. Phoebe notes that the player made a lasting impression on her grandmother before leaving to return to the Pokémon League. Like other members of the Elite Four, Phoebe uses a stronger party of Pokémon during rematches, in which a different Sableye is used, due to it being female like in the Generation III games.

  • Given her appearance and outfit, Phoebe resembles a tropical hula dancer.
  • Phoebe may be based on Polynesian/South East Asian spirit channelers or shaman, as such places are rich in lore of deeply spiritual and otherworldly affairs, from Hawaiian nightwalkers to Malaysian demons.
