Maya is the person, who oversaw the Whirl Cup contest. Before the Cup began, she blessed the trainers by the might of Water Pokémon by the power of her staff. Team Rocket stole it, but the heroes fought back and defeated them, retrieving back the staff. After the Whirl Cup ended, she blessed the trainers once more and closed the contest.
