Hopkins is a character in Pokémon: Indigo League.
Biography
Pokémon the Series: The Beginning
Hopkins is a butler of James' family. To get him back, he fooled the heroes (and Team Rocket, who were spying) that his parents passed away. When James returned, James' mom and James' father tied him up to marry Jessiebelle.
