The Foreman is a character appearing in Pokémon: Indigo League.
Biography
The Beginning
He directed the construction of a dam. However, Diglett caused the trouble and offered a reward to anyone who can defeat these Diglett. However, once learning the Diglett are actually saving the area (as the dam would overflow the area), he abandoned the project.
He has the same accent as the exam instructor
