Anthony promising to the heroes that he'll train his Pelipper the right way rather than cheating.
He ran a private unofficial Gym for bragging rights, but cheated by having several other Pokémon stored inside his Pelipper's mouth, which allowed it to pull off attacks it wouldn't naturally learn and let it avoid weaknesses. Anthony was very arrogant and cruel to those he beat. This arrogance attracted the attention of Team Rocket, who found out about Anthony's scheme and blackmailed him into giving them his Pelipper and the other occupants of its bill, and tied him up inside his Gym. The Rocket trio took over Anthony's facility and went on to take any defeated challengers' Pokémon as their victory prize. Later, Team Rocket accidentally revealed the scheme to Ash, who helped recover Pelipper and the others.
After being untied by Max, Anthony apologized for his scheme. Afterwards, he agreed to close down his Gym and promised to work harder by training Pelipper the right way rather than cheating.
