An item to evolve Porygon2 into Porygon-Z while being traded. However Porygon2 must hold this item in order to evolve. You can get it in the Galactic HQ in Veilstone City. When you use this to evolve Porygon2 to Porygon-Z you will be downgrading it becuse 3 states go down, the stats are Def, Sp.Def and Speed
