Dr. Wiseman is a character in Pokémon: The Johto Journeys.

Pokémon the Series: Gold and Silver[]
Dr. Wiseman sought ways to capture a shiny Noctowl, but failed, since that Noctowl tricks him. He used a mirror trap to trick Noctowl and managed to get it (although he was hypnotized as well). In any case, Team Rocket took Noctowl. When they blasted off, Ash was allowed to capture Noctowl, since Wiseman had many chances and none worked.
