Bugsy is a Gym Leader appearing in Pokémon: The Johto Journeys.
Biography
Season 3: The Johto Journeys
Bugsy is the Gym Leader of Azalea Town, who was first yelled at by Misty, due to her fear of bugs. After acknowledgeding Ash's challenge, he sent a Spinarak (who moved with a surprsing grace), a Metapod that could move and his ace, Scyther. Ash defeated him and won the Hive Badge.
Season 4: Johto League Champions

Bugsy, among other Johto Gym Leaders, appears in the opening scene of Pokémon: Johto League Champions.
Season 5: Master Quest
When Team Rocket stole Ash's badges, Ash remembered his fights with the Johto Gym Leaders, as his Pokémon were responsible for winning those badges.
