You've hugely mistaken my message, Kettlon. I meant that we will now appoint users as admins who qualify the "requirements" of the latter. That's why I said that content moderators are a good choice for it, as no discussion moderators currently pass the requirements. Otherwise, I'd have suggested them, as one prerequisite to an admin post is that you can be either a DM or a CM, but you should also have other requirements as well.
Also, I've clearly stated that "blocks" alone should never be a reason for the appointment of an admin. You have SOAP for that purpose as well. So contact them in case an admin is unavailable and the vandalism requires immediate actions. Until then, you as a moderator can manage it.
