Ground because the Pokémon will not be hurt by his powers and steel Because some steel types can conduct electricity.

Thors ace will be togedemaru because it can conduct third electricity. His second Pokémon in his party will be flygon because it can resist thors electricity in the sky if they are in the air or fighting. His third Pokémon will be golem due to the one rock dude (I forgot his name lol). His fourth Pokémon in the party will be magnezone. The fifth member will be coblion.
