It depends on all factors in battle. The attack's base damage, the attack's category (physical or special), the user's attack or special attack stat, and the target's defense and special defense stat and don't forget the EVs and IVs.

I always use master ball for the box art legend yet it came to bite back at me in ORAS when I had to catch rayquaza and had to battle him like 6 or 7 times until I finally caught him using ultra balls.

Respect there. I once was too slow to kill a freaking ponyta while grinding. Might be offensive and I should not have made a grudge, yet i always thought ponyta was decent. I never said I would never use rapidash though. I regret the decision to do this in a nuzlocke yet I hold a small grudge I am probably going to ignore soon enough.

Pidgeotto isn't the greatest pokemon in the world fearow is probably better because it has a higher attack than pidgeot so it can hit some good stab hits. Plus it learns drill peck. Dodrio is good too since it can use drill peck and tri attack which in my opinion is a great move.

Tauros, Raichu, Wartortle are pretty good in my eyes.

Parasect can be a bit better.

I don't play Kanto (I only have a 3ds so I am very restricted in the game department if I want the Kanto games,) so I don't know this but it might be easier to use a separate fire pokemon in the meanwhile, or some other good pokemon like dugtrio or Kadabra for example until you get rapidash.
