I could see a Potential for a Ice/Steel type. That is very rare since only the Alolan Sandshrew line share that type. But is also has great potential for Ice or Steel

At first sight my choices for now will be Quaxly and Sprigatito. It could be change depending on further information we will get. I dont clear Fuecoco out with either of the two yet
Sneasel/Weavile who is dark/ice (4x weak to Fighting) against Murkrow/Honchcrow who is Dark/Flying (Flying is strong to Fighting) type and concidering there is a Fighting type gym and also Cynthia who has a Lucario. Looks easy to me. But I admit that both choices are good on their own area.
If Paul is indeed now a Gym Leader in i presume his home Region which would be Sinnoh then he would be at least Stronger than Volkner because when Ash battled Volkner in the World Coronation series Volkner was Considered to be Sinnoh's Strongest gym Leader.
My advice would be to keep Magby. And swap Seel for Starmie. Dratini for Gible Sneasel for Murkrow and Meditite for either Aron or Beldum. And put Roselia for the 6th spot.

I maybe have a solution for the Starter. If you have Legends Arceus and Pokémon Home you could catch a Starter in Legends Arceus you had never used before and transfer it via Pokémon Home To Brilliant Diamond if it is needed.
