I have been wondering about this for a long time and I’ve thought of a lot of candidates so here are them with the reason why:
Rowlet- its the first Pokémon in the first Pokédex (Hisui)
Bulbasaur- first Pokémon in the national Pokédex
Rhydon- first designed Pokémon
Arceus- created all other Pokémon
Gengar/Nidorino- ffirst Pokémon shown in the anime (but on TV)
Dodrio- first Pokémon shown physically in the anime (as a crow in the anime)
Mew- evolved into all Pokémon
Lapras/Clefairy- were created alongside Rhydon

Everyone knows that Pikachu is the mascot of Pokemon, but not always the mascot of Pokemon, there was Clefairy.
If we had time machines, then we will force Gamefreak to make Clefairy the mascot while Pokemon was still in development and later return to the present and we will get Detective Clefairy, Alolan Clefable, G-Max Clefairy, Spikey eared Cleffa, etc.

I woke up in the isle of armor. it was hot and there were heiliolisk roars in the distance. oops! how rude! i forgot to introduce myself! i am puff, a jigglypuff explorer. you probably know me from ash's adventures, right? the jigglypuff with the marker? that's me! my rivals are clef, a clefairy, and rocket-chu, the new boss of team rocket. anyway, i got closer to the roaring, and there were 2 heiliolisks, fighting each other. i got close to them and used sing. the moment after they were asleep, i drew on them. i had struck again! i ran, and i tripped on a helix fossil. i picked it up and got to the cave. there were a LOT of max mushrooms. BUT! 2 rocket elites were blocking me. it was my rival, clef, and teal. teal yelled at me: "hey punk! this is team rocket territory!" i had no choice. i attacked with rollout. teal used water gun to push me back. clef and i used double slap on each other. mine was more powerful. then a heliolisk appeared. i had no idea but it helped me by using thunderbolt. i had just gotten my first ally.
I am started Pokémon Fire Red and don't know if I should use my Rattata or Clefairy, which one is better?
As we all know, Clefable has been a downright powerful beast in competitive. Its Stored Power set being a team sweeper on its own, along with many other sets netting it renown and accolades. It has left its mark across multiple gens, but what about its pre-evolution? Clefairy?
Synonymous with many feminine trainers throughout Pokémon's history. Its an ultra popular mon in the game's universe. Seen as a cute, friendly Pokémon adored by children, and the Goldenrod gym trainers. The earliest bearer of the unique move, Metronome. Clefairy is mysterious, as some of its its dex entries indicate it is an alien lifeform, or that it has strong connection to the Moon.
Clefairy at one point was meant to be the main mascot of Red's team in early iterations of the manga.
But although in lore it is popular, to the current player base IRL, that popularity has not translated at all. To most, the little star-shaped sprite is nothing more than a stepping stone to a competitive monster.
Or is it!?
Today we'll put the spotlight on an otherwise glanced over Poke!
Well, without further ado lets take it into account for what it can do:
It is a pre-evolution, so it automatically gains bulk due to Eviolite!
It has relatively good HP for a NFE (Non Fully Evolved) Pokémon, and decent Sp.DEF.
These combinations make it rather effective as a special wall, vs meager attackers.
But its true strength lies in its Hidden Ability, Friend Guard.
This semi-unique ability is given only to the NFE's of the Wigglytuff and Clefable lines, Happiny, and the whole Vivillon line.
Clefairy being quite possibly its best user!
In Double Battles, or Raids even; it reduces the damage all allied mons recieve by 25%. In a game of inches like Pokémon, 25% damage mitigation can be the difference between a KO range, or getting one more move out.
The moveset on my old little guy may be odd, but give it Protect, and it can be infuriating for enemies struggling to counter it.
Granting extra turns of damage mitigation for an ally, and playing around predictable foes.
Sure, this setup is ruined by ultra strong offense, or status. But lets face it, the current metagame is far too focused on outright sweeps. Meaning with clever play, sweeps can be disrupted using heavy defensive play with reliable offense.
Sometimes, even an NFE of a meta behemoth can excel in ways the final evo cant, given the uniqueness of Celfairy's traits.
Similarly to how Haunter was being preffered over Gengar in Gen 7 VGC, taking the spotlight from the big bad ghost. Or how Chansey ends up bring tankier than Blissey due to Eviolite.
Clefairy may just be a forgettable NFE to most, but lets not forget had history gone down a different road, this would have been a premiere Pokémon on the level of Charizard in terms of significance (in regards to the manga)

Found during a Nuzlocke run on Pearl a few years ago. Of course I was going to eventually move him up to modern gens to make him strong!
Not much else to say really. He was mostly in a PC box collecting dust until recently.
