Forgot to add a specifc line to this post, lol. I fixed it now.
It's because Mr. Mime's name is 'Barrier' in Japan, so there was no reason to prevent them from being female.
I think it's just called Mr. Mime because nobody cared to actually ask if there are any female, and assumed all of them are men.
It’s name in Japanese isn’t Mr. Mime. Same thing is why Growlithe doesn’t learn growl despite being called Growlithe
There was female Mr. Mime when it should've been called Mrs. Mime.
