The only pokemon that blubasaur can hot for super effective damage in the elite four are Bruno's Onix's and Lorelei's whole team except Jynx

So Bulbasaur used to be unpopular but people wanted to be unique and liked it and now everyone likes it and Squirtle is discarded while Charmander is still high

Personally, I think there's better starters, but Bulbasaur is alright. Wouldn't call it underrated though, it's one of the most popular starters in existence.
