@PidgeonTheSkyWing I mean, technically no one. As some Legendaries have official genders, (Zacian, Solgaleo, Lunala etc) generally I don't tend to think that hard about it and just use the pronouns that I usually imagine the Pokémon being. While hypothetically, Groudon could really be either, but I guess I just tend to imagine it being male, so I use the term "he" without really thinking about it.

I find it oddly hysterical that an actual, detailed answer was given instead of something like "idk"
