Clefairy by a large margin. But I suggest using none of the two. Both are not so good for early casual game. Pidgey, your starter, nidorab male would make a great early team.

Rattata learns a move called Super Fang. Its effect is "cut opponent's Pokemon HP in half no matter what. Rattata line is one of the only few Pokemon to be able to learn this move. Also, it evolves into Raticate for more power. Hyper Fang is a powerful too. 😌

The signature of Clefairy is Metronome, which is a move that can will randomly pick a move from every move out there in the game, damaging or nondamaging, strong or weak. Its a move for fun, not competitive. The evolution form Clefable has very decent amount of HP. Both won't be the ideal choice for competitive players, but as a first timer I think you should just use any Pokemon you feel like to.
