Yes but its very rare.

Well it happened to me.
Shinies are determined by IV's so it makes sense that those are the same
The Kyurem comes from Unova, the Reshiram from Alola.
Then that’s just a coincidence... mainly if they aren’t 6ivs and don’t have the same OT
